碳市場的建設直接影響中國“雙碳”目標的實現和碳中和LNG的發展前景。建議加快推進碳市場和碳交易體系的建設，吸納更多行業和更多企業參與交易。出臺有關管理條例和法律法規，完善交易機制和交易規則，加強對監測、報告和核準機制、碳配額分配機制的監督評估。推動ccer（國家核證自愿減排量）自愿減排機制和碳配額交易的協同發展，開展國際間碳減排互認機制的研究。充分調動能源企業參與碳減排的積極性，通過稅收優惠和金融支持等政策，鼓勵上游企業和下游用戶購買碳中和LNG產品，逐步理順碳中和貿易中的價格傳導機制。
